Manufacturer's Licence
In British Columbia, any company making spirits, wine, cider or beer (this includes brew pubs) must have a manufacturer's licence from the Liquor Control and Licensing Branch.
When applying for a liquor manufacturing licence, a business plan, including financial statements outlining production and sales forecasts for a three year period, must be submitted.
Liquor manufacturers may set aside an area as a sampling room to provide samples to the public. Liquor manufacturers are allowed one on-site retail store at the "prime manufacturing site". Wineries (only) may also apply for four additional licence "endorsements". These endorsements allow the winery to sell wine or cider for consumption on the winery site at an indoor winery lounge, at an outdoor picnic area, to host special events such as weddings, and allow guests to sip on a glass of wine while they tour the vineyard.
Winery lounge and special event endorsements are subject to local government approval. Winery tour and picnic area endorsements are not subject to local government approval, but do require Liquor Control and Licensing Branch approval. Minors are allowed in these areas only if accompanied by a parent or guardian or working as entertainers.
